Large language models (LLMs) excel at text understanding and generation, yet still struggle to reliably understand and apply externally provided procedural rules at scale. To evaluate this capability, we introduce RuleWorld, a large-scale benchmark that reformulates rules as globally reusable abstract units rather than instance-specific facts. In RuleWorld, several scenarios, including single-rule, parallel multi-rule, and multi-hop reasoning, are settled for comprehensive evaluation. We further propose DynaRule, an end-to-end framework that injects the given rules into the KV cache and turns

In brief

Unverified figures: 01389.79%, 0130.2400. These do not appear in the abstract this was written from, so read the paper before quoting them.

Frontier models can apply a procedural rule when handed it, but they cannot find the right rule inside a large shared rule pool. RuleWorld injects 4.94 million abstract, non-commonsense, entity-independent rules (first-order logic and natural language) and asks 3.37M QA instances across 11 sub-tasks: single-rule, parallel multi-rule (up to 8 gold rules), and multi-hop (up to 4 hops).

Under 1000 rules in the prompt, claude-sonnet-4-6 averages 0.7763 and gpt-5.5-2026-04-23 0.7283, with multi-hop the weak point (0.5133 and 0.3533). DynaRule, which injects rules into the KV cache at an identified low-entropy "confidence layer" (layer 23 of Qwen2.5-7B-Instruct) and re-retrieves on a learned <search> token, reaches 0.8937 average and beats the strongest baseline by up to 19.88 points, with Recall@1 of 0.8613 (FOL) at 10000 rules versus 0.2415 for SR-KI.

Evidence is measured with matched rule pools against prompting, dense/BM25/hybrid RAG, KBLaM, SR-KI, plus IRCoT and a ReAct agent using the same retriever (19.96%/17.96% exact match at 10K rules). Ablations isolate the cause: a per-layer retention test confirms the confidence layer, removing correct rules collapses accuracy to near zero, and gold-rule-only prompting lifts strong models to 74.15\u201389.79%.

Boundaries: DynaRule is trained on 1 base model, tested to 10000 of 4.94M rules, and multi-hop accuracy still falls to 0.1400\u20130.2400 at that scale.

If you rely on long-context or RAG rule injection, expect localization, not application, to be the failure mode.
